COAI : Govt handling ‘spectrum refarming’ in non-transparent manner

GSM operators’ body Cellular Operators Association of India (COAI) said that the regulator Telecom Regulatory Authority of India (TRAI) did not have proper consultation with all stakeholders on the issue of spectrum refarming and particularly its impact.

It said that the government is handling the issue in non-transparent manner. It urged the regulator and DoT to look at the issue in a “holistic, transparent, comprehensive and consultative manner”.

COAI reiterates that no proper consultation with the stakeholders has ever been carried out by the TRAI on the issues involved and the impact of re-farming, although TRAI acknowledges that it has significant impact on live networks, coverage and connectivity for hundreds of millions of mobile subscribers,” COAI said in a statement.

Telecom Commission is learnt to have finalised its response on the spectrum refarming issue and will be presenting the same before the Empowered Group of Ministers (EGoM) tomorrow.

Meanwhile, Telecom Minister Kapil Sibal today said the government will take a final decision on reallocation of spectrum before the auction of airwaves begins.

Reposing complete faith in the government, Airtel Chairman and Managing Director Sunil Bharti Mittal said the company has to work under the framework of the government.
